It’s not so much that Ron Sexsmith is underrated as just under-discovered. Although the Canadian singer-songwriter has duetted with Coldplay’s Chris Martin, won a Juno award, been produced by Steve Earle and Mitchell Froom, and been covered by Elvis Costello, Emmylou Harris and Rod Stewart, he’s never really broken through in the US in the way he should have. But if you know you know—and if you don’t, it’s not too late to dive into Sexsmith’s 35-year catalog; The Vivian Line, his 18th album, is a great place to start. Picking up on a running theme in his career, there are clear nods to Ray Davies’ more sentimental, tender moments (“Flower Boxes,” the jaunty “Ever Wonder”) as well as The Kinks Are the Village Green Preservation Society: “Country Mile” evokes that Britpop touchstone with a knowingly twee melody and strings-forward instrumentation, as well as the idea of pastoral beauty being a trap. “We could sit on the fence until the cows come home/ But life’s just passing by/ Doing our scarecrow dance beneath the great unknown/ All I’m asking is why,” Sexsmith croons. “A Barn Conversion,” meanwhile, is a smirking, jugband-ish lark about gentlemen farmers. Each honk and thump is crystalline; indeed, on the whole record, the mix is delightfully crisp. “What I Had in Mind” gently jangles as Sexsmith reckons with happily pursuing an artistic life when society expects conformity. (“Could never fall in line/ With the slave all day/ For minimum pay design.”) Its sweet-sounding companion, “Outdated and Antiquated” also marches to the beat of its own drum, with Sexsmith accepting how he “can’t seem to go with the flow, it don’t make sense/ I don’t fit in…But I’m relevant to myself.” “This, That, And the Other Thing” stands out with world-beat breeziness. “Place Called Love” is stripped-down chamber pop. “Diamond Wave” is upbeat, optimistic (“The sun was hiding under heavy cloud … but any doubts and second thoughts are gone”) and a little bit Jackson Browne. It all adds up to a pretty nice way to spend an afternoon. – Shelly Ridenour

It’s hard to imagine today but Atlanta used to very much be a musical backwater. Before the early ’90s—when the city became the epicenter of American R&B and hip-hop thanks to the work done by L.A. Reid, Babyface, Jermaine Dupri, and many others—Atlanta was pretty much just a huge Southern city more known as a requisite tour stop (it’s where the Sex Pistols kicked off their U.S. tour!) than for its homegrown talent. There had always been a vibrant music scene, but despite its creative breadth, it was mostly appreciated at the local level. Occasionally, artists would break through, but the idea of an “Atlanta scene” was laughable, a situation made even more embarrassing by the fact that tiny Athens—just an hour north —boasted a far more critically appreciated stable of bands. So when, in 1990, a band called the Black Crowes began dominating rock radio with their debut album, even some Atlanta music fans were surprised to discover that this was, in fact, a local act.

With its jarring rhythms and unusual instrumentation — marimba, accordion, various percussion — as well as its frequently surreal lyrics, Rain Dogs is very much a follow-up to Swordfishtrombones, which is to say that it sounds for the most part like The Threepenny Opera being sung by Howlin’ Wolf. The chief musical difference is the introduction of guitarist Marc Ribot, who adds his noisy leads to the general cacophony. But Rain Dogs is sprawling where its predecessor had been focused: Tom Waits’ lyrics here sometimes are imaginative to the point of obscurity, seemingly chosen to fit the rhythms rather than for sense. In the course of 19 tracks and 54 minutes, Waits sometimes goes back to the more conventional music of his earlier records, which seems like a retreat, though such tracks as the catchy “Hang Down Your Head,” “Time,” and especially “Downtown Train” (frequently covered and finally turned into a Top Ten hit by Rod Stewart five years later) provide some relief as well as variety. Rain Dogs can’t surprise as Swordfishtrombones had, and in his attempt to continue in the direction suggested by that album, Waits occasionally borders on the chaotic (which may only be to say that, like most of his records, this one is uneven). But much of the music matches the earlier album, and there is so much of it that that is enough to qualify Rain Dogs as one of Waits’ better albums.
